You are a customer in a local government pilot if you have registered as a jobseeker and your municipality of residence is part of a regional pilot and you are unemployed, laid-off, employed or enrolled in a service promoting employment and belong to one of the following groups:
- you are not entitled to an earnings-related allowance
- you are under 30 years of age
- you speak as your mother tongue a language other than Finnish, Swedish or Sami
- you are an immigrant
The local government pilot on employment will assist you in employment-related matters and employment services instead of the TE office. The local government pilot on employment will run from 1 March 2021 to 31 December 2024.
The Government is currently preparing the TE services 2024 reform, which involves a permanent transfer of TE services to municipalities. The customers of local government pilots will continue as customers of the municipalities until the permanent transfer of services during 2024.
Transition to the pilot was automatic for customers, and you didn´t have to contact the trial office or the TE office for this reason.
If you register as an unemployment jobseeker during the pilot or notify the TE Office that you have become unemployed, you will be informed through the E-Services.
Who do I contact for assistance?
You will be assigned to a specialist at the local government pilot office, who will help you with all employment-related matters and advise you with unemployment-related official matters. You can contact your assigned specialist through TE services’ online service, and through the contact methods you agree with the Kokkola region local government pilot office.
What services does the local government pilot offer?
The local government pilot’s services include the usual services that promote employment, such as pay subsidies, job-seeking and career coaching, labour market training, work trials and independent studies with an unemployment benefit. The local government pilot also provides integration services under the Act on the Promotion of Immigrant Integration. Additionally, provision of trial-specific employment services is also possible. If there is a service that interests you, contact your own local specialist and agree to participate in the service.
Does the local government pilot create job integration plans?
Job integration plans, or similar plans, will be drafted for you with the local government pilot. Plans that you have drafted with the TE office or in its online service will still bind you after transferral to the local government pilot, until you update said plans with the local government pilot.
Are my services arranged by the pilot or by the TE office?
The local government pilot is responsible for arranging your services instead of the TE office. Labour market training interviews and selections are the exceptions that remain the responsibility of the TE Office, along with certain unemployment benefits-related tasks. During the pilot, you will have access to the e-Services on te-palvelut.fi as well as national TE phone services, which also serve TE office customers. If you are unable to submit a particular document through the e-Services, you can mail it to your local municipality or your pilot region’s service point.
Customer checklist
- Notify the specialist of any changes in your situation (such as employment or study plans). Report your changes through e-Services or by contacting your assigned specialist directly.
- Remember to complete the tasks you have agreed in your plan and mark them as completed in e-Services (tyomarkkinatori.fi).
- Please submit any forms regarding the services you have agreed to before the start of the service, preferably 10 working days in advance.
